Customs and Central Excise Department is engaged in the levy and collection of Customs and Central Excise duties and Service Tax, prevention of smuggling and evasion, and administration of matters relating to Customs, Central Excise, Service Tax and Narcotics to the extent under the purview of the Central Board of Excise & Customs, Department of Revenue, Ministry of Finance, Government of India.
Customs & Central Excise in Karnataka
What was originally known as the Mysore Central Excise & Customs Collectorate in the erstwhile princely State of Mysore, and the State of Mysore headquartered at Bangalore after reorganization of the States in 1956, later became the Karnataka Central Excise & Customs Collectorate, when the State of Mysore became known as Karnataka in 1973.
The Mysore Central Excise & Customs Collectorate, which came into effect from 18th July 1957, had jurisdiction over the entire State of Mysore. It then comprised of four Divisions viz., Bangalore, Mysore, Belgaum and Castle Rock, which number increased over a period of time.
In 1983, the Karnataka Customs and Central Excise Collectorate was split into Bangalore Central Excise Collectorate, Belgaum Central Excise Collectorate and Karnataka Customs Collectorate.
The Central Excise Commissionerates in Karnataka were again reorganized to form Bangalore-I, Bangalore-II, Bangalore-III, and Belgaum Central Excise Commissionerates, vide Notification No.20/97 CE(NT) dated 09.07.1997. Bangalore-III Commissionerate then had jurisdiction over Mysore (including Chamarajanagar), Dakshina Kannada (including Udupi), Uttara Kannada, Hassan, Chikkamagaluru, Kodagu and Shimoga Districts, which, along with Belgaum Commissionerate, now comprise the jurisdiction of Mysore Zone.
The Central Excise Commissionerates in Karnataka were further reorganized in January 2000, to form five Central Excise Commissionerates, viz., Bangalore-I, Bangalore-II, Bangalore-III, Mangalore and Belgaum Central Excise Commissionerates vide Notification No.59/99 NT dated 10.12.99. The jurisdiction of the entire Karnataka Central Excise and Customs Commissionerates were also reorganized w.e.f. 01.04.2000 vide Notification No.22/2000 dated 16.03.2000.
A new Service Tax Commissionerate was formed with jurisdiction over whole of the jurisdiction of Bangalore Central Excise Zone, vide Trade Notice No.1/2004 CC C.Ex.(BZ) dated 15.09.2004 issued by the Chief Commissioner of Central Excise, Bangalore Zone, Bangalore.
As on date, the State of Karnataka has one Customs Zone, two Central Excise Zones and one Zone for Large Tax Paying Units (LTU) under the charge of Chief Commissioners who oversee performance of two Customs Commissionerates, six Central Excise Commissionerates, one exclusive Service Tax Commissionerate and one LTU Commissionerate, each headed by a Commissioner.
History of Mysore Commissionerate
A new Commissionerate, Bangalore-III Commissionerate, was formed in July 1997, having jurisdiction over Mysore, Chamarajanagar, Hassan, Shimoga, Chikkamagaluru, Dakshina Kannada (including Udupi) and Uttara Kannada Districts of Karnataka State.
During re-organisation of the Central Excise Commissionerates in Karnataka in January 2000, all the formations of Bangalore-III, excepting Mysore-I and Mysore-II Divisions were removed from Bangalore-III Central Excise & Service Tax Commissionerate to form a new Mangalore Central Excise & Service Tax Commissionerate.
The present Mysore Central Excise, Customs & Service Tax Commissionerate was subsequently formed in 2002 under the newly formed Mysore Central Excise, Customs & Service Tax Zone, vide Notification No.14/2002 dated 08 March 2002, as amended by Notification No.22/2002 dated 04 June 2002 with effect from 1st November 2002, by taking Mysore-I Division and Mysore-II Division from Bangalore-III Central Excise Commissionerate, and Malenadu Division, Hassan from Mangalore Central Excise Commissionerate and adding a new Division, viz., Mysore-III Division.
A new Division was formed for Service Tax assessees and Export Oriented Units (EOUs) of Mysore, as Mysore Service Tax and EOU Division, vide dated.
